Nine hundred eighty-nine homes across ten plats, four different builder phases wearing one name, and a hundred five sales in the last year alone. This is not one neighborhood. It is four, stitched together.
Four neighborhoods, one name.
Waterstone is not one development. The county roll shows ten recorded plats spanning 2006 to 2024, and that matches what actually happened on the ground: Heron Bay at Waterstone and The Lakes at Waterstone went up first, built by Pulte and DiVosta in the mid-2000s and now resale-only, followed roughly fifteen years later by Courtyard at Waterstone (Adams Homes) and Gardens at Waterstone I through III (KB Home). Each phase has its own builder, its own floor plans, and as far as I can tell its own homeowners association rather than one umbrella HOA over all 989 homes. There is also a second trap: Waterstone is a common community name in Florida, and there are unrelated Waterstone developments in Port St. Lucie and Homestead, each with their own CDD. If a search result mentions a Waterstone assessment or CDD, check that it says Palm Bay before you trust it.

Three Waterstone realities to price in.
Only 5% have a pool, and that is almost certainly the amenity trade
This is unusual for Florida construction this recent, and I want to be straight that this is my read of the pattern, not a documented rule I have verified. The newer phases market a shared community pool and cabana as the amenity rather than private pools, and the lots run tight enough, a 0.16-acre median, that there is not much room for one anyway. If a private pool matters to you, ask the specific phase's association about architectural review before you assume it is allowed, rather than assuming it is not.
There is no single HOA fee for Waterstone, whatever a listing implies
Because this is four builder phases, not one community, the dues differ phase to phase. I found figures ranging roughly from the mid-hundreds to over a thousand dollars a year depending on which section a house sits in, sourced only from builder marketing pages and aggregator listings, not primary HOA documents I could independently verify. Do not let a single quoted number anchor your budget. Confirm the actual current fee for the specific phase and address from the closing disclosure or the estoppel, not from a generic "Waterstone" search result.
A hundred five sales a year means this market moves fast
Ten point six percent of the community traded in the last twelve months, which is a high turnover rate for a subdivision this size and points to a still-active, still-absorbing new-construction market rather than a settled resale neighborhood. That cuts both ways: more inventory to choose from at any given time, but also more competition from other buyers and, on the newest phases, from the builder's own sales office selling the lot next door. If you are looking at a resale in the older Heron Bay or Lakes sections, you are shopping a different, calmer market than a new build in Gardens.

Whether a district assessment applies
Builder pages for the newer phases advertise no community development district, and I found nothing suggesting one covers Palm Bay's Waterstone specifically, only the unrelated Waterstone developments in Port St. Lucie and Homestead which do carry their own CDDs. I was not able to independently confirm the absence of one against the state's own special-district registry. Confirm on the closing disclosure, not on my word or a builder's marketing page.
Your schools and your flood zone
Both are assigned by address, not by subdivision, and both get redrawn. A development spread across 10 plats and four builder phases can split across zones between them. Several. Is the Waterstone in Palm Bay the same as other Waterstone communities in Florida?
No, and this trips up online research more than most community names. There is a separate, CDD-governed Waterstone in Port St. Lucie and another large Waterstone community in Homestead.
